New Government backed national app unites parking pay apps into one

A new national single parking app is gaining momentum.

Following successful government‑backed trials in ten local authorities, the Department for Transport (DfT) has confirmed that the British Parking Association (BPA) will now develop and operate the National Parking Platform (NPP) nationwide.

This enables drivers to pay for parking through a single app of their choice.

The move aims to replace the current patchwork of more than 30 different parking payment apps with a unified, user‑friendly system.

During the trial phase, which included councils such as Manchester and Liverpool, the NPP processed over 550,000 monthly transactions across 476 parking locations, demonstrating strong driver uptake and operational stability.

Local authorities reported smoother enforcement and fewer customer enquiries, suggesting that the platform can significantly reduce administrative burdens on councils.

 

 

Pay bay

Initially developed by the DfT in 2019, the NPP faced funding uncertainty in early 2025 when the department withdrew its direct financial support at the end of March.

However, ministers emphasise that no additional cost will fall on taxpayers, as the BPA and its consortium partners—RingGo, JustPark and PayByPhone—have agreed to take on all ongoing running costs on a not‑for‑profit basis.

“This is public infrastructure done right: built by government, shaped with councils and now delivered by the sector that knows it best,” said Lilian Greenwood, Minister for the Future of Roads.

Ease of use

The DfT’s broader “Plan for Change” has already committed £4.8 billion to new road infrastructure and £1.6 billion to pothole repairs, reflecting ministers’ pledge to support motorists alongside the rollout of more innovative digital services.

By integrating parking payments, the NPP complements these physical improvements, offering a seamless experience many drivers have long requested.

With this potential of uniting different suppliers into one hub to simplify services, many hope a similar system will be encouraged for the EV charging infrastructure.

Building momentum

Industry bodies and motoring groups have welcomed the announcement but stress that widespread adoption will be crucial to success.

The RAC warns that “the key will be ensuring as many car park operators as possible sign up to the system” if the platform is to deliver on its promise of a proper “one‑app‑fits‑all” solution.

Currently, only ten authorities participate, so the BPA’s next phase will focus on onboarding additional councils and private operators “imminently,” according to official NPP literature.

Analysts predict that achieving critical mass—often pegged at around 75% of councils—will be essential to drive network effects, encourage further operator sign‑ups and deliver peak user convenience.

While no formal national target has been published, the BPA expects a substantial uptick in enrollments over the next 12 to 18 months, with rural and district councils identified as priority areas for expansion.

Andrew Pester, Chief Executive of the BPA, hailed the transition as the culmination of six years of collaborative work between government, industry and local authorities.

“We’re thrilled with this outcome and excited to create a better parking experience for all drivers,” he said, adding that the NPP’s not‑for‑profit model would “drive fairer competition without increasing parking fees”.

As part of its national rollout, the NPP consortium will soon publish a roadmap detailing milestones for new council sign‑ups, integration timelines and performance metrics.

The DfT will oversee compliance with service standards and data security requirements.

The promise is clear for drivers across England, Scotland, Wales and Northern Ireland: wherever a parking app is accepted, your preferred app will be, too.
